The draft decree suppose clarify order of preparation drafts of expert conclusions, official reviews and amendments were prepared by any subjects of legislative initiative because it is necessary to integrate mechanism of "regulatory guillotine" into that order.

It is one more step toward introduction mechanism of "regulatory guillotine", as told government representative, for reduce requirements to the business through decrease amount of the legal acts hindering the development of entrepreneur.

In the Russian Federation valid more then 9 thousands legal acts prescribing different norms to the business many of them were enacted in Soviet Union. The mechanism of the “regulatory guillotine” involves a large-scale analysis and revision of such acts.

Term "regulatory guillotine" was created by international consulting company Jacobs, Cordova & Associates. That mechanism in particular, it was used by the authorities of Croatia, Great Britain, Mexico, and Vietnam.

Preparation of plan about introduction "regulatory guillotine" begun in 2019 by Russian Government. According to Dmitry Medvedev, the main principle of the guillotine in Russia will be that the previous provisions of the acts, containing mandatory business requirements that will not be specifically approved or changed, automatically lose force.

In first part mechanism of "regulatory guillotine" will touch regulation in such spheres as:

- transport;

- ecology;

- industrial safety;

veterinary medicine;

- sanitary and epidemiological surveillance.
