The Ministry of justice of the Russian Federation suggested recognize particular the Executive Acts of the USSR and the RSFSR inactive in the territory of Russian Federation.

The list of executive acts of the USSR and the RSFSR proposed to declare them invalid was prepared by order of the Government of the Russian Federation.

Actually the implementation of the Order of the Government of the Russian Federation on the preparation of an exhaustive list of legal acts of the USSR and the RSFSR for invalidating them on the territory of the Russian Federation is carried out in three stages.

First of all The Ministry of justice of the Russian Federation papered two decrees of Russian Government about consideration inactive government acts of the USSR and the RSFSR. This decrees is already being implemented.

Right now Russian authorities are conducting second stage of legal reform. This stage is associated with the creation of a complete list of executive acts of the USSR and the RSFSR proposed to be declared invalid.

The Ministry of justice of the Russian Federation has prepared draft of decree of Russian Government "On the recognition of acts of the RSFSR, the USSR and their separate provisions, as well as documents published by the central government of the RSFSR and the USSR, not valid in the territory of the Russian Federation". This is the second project, which includes executive acts of the USSR and the RSFSR that were not previously recognized as inactive.

The list of executive acts of the USSR and the RSFSR proposed to be declared invalid was prepared by order of the Government of the Russian Federation and other federal executive bodies, in the opinion of trade union associations, expert and business circles. The draft provides consideration as invalid very old rules, which have status "active", but don't applying in practice.

The draft of decree of the Russian Government not include active social privilege, Northern allowances, a General tariff qualification reference book of jobs and professions.

Acceptance of The Draft allows put in order and systemize legislation of the Russian Federation and will provide uniform law enforcement practice.
