UNIFIED STATE PORTAL OF LEGAL ENDUCATION AND FREE LEGAL AID

Ministry of Justice created draft of Decree of the Government of the Russian Federation which define functionalities of Unified state portal of legal education and free legal aid in the Russian Federation.

The draft of Decree is aimed at implementing the Federal Law “On Free Legal Aid in the Russian Federation”, the Fundamentals of State Policy in the Russian Federation in the field of legal education and legal awareness of citizens, which were adopted by the President of the Russian Federation.

Unified state portal of legal education and free legal aid will provide Unified digital platform for all participants o state and non-state system Free Legal Aid according Federal law “On Free Legal Aid in the Russian Federation”.

When the project is adopted by the Government of the Russian Federation, a platform will be created that will provide citizens with the opportunity to receive free legal assistance using technology services, and it will also provide citizens with systematized, relevant, reliable and accessible legal information with a high degree of visualization and simple search scenarios.

It is planned to use the "Legal Assistant" (chatbot), which will help the citizen navigate the content posted on the Portal. The Portal will also use interactive maps of courts, points of free legal aid, law enforcement agencies, all participants in state and non-state systems of free legal aid.

The use of modern technologies will help to combat corruption, and will also increase the number of citizens who exercise their right to receive guaranteed qualified free legal assistance.

According to the draft the Ministry of Justice of Russia is entrusted with the task of designing the portal in 2020, creating the portal in 2021, and promoting it, and in 2022 the portal will undergo trial operation.
